In 1999, John was appointed to fill the seat of State Delegate John Slade. John began his tenure in the House on the Ways & Means Committee, where he developed a keen interest in education issues.
John was then appointed to the powerful Appropriations Committee, which controls the State’s annual budget. John distinguished himself as a member of the committee and was subsequently appointed by Speaker of the House Michael Busch to chair the Subcommittee on Education and Economic Development, which controls over half of the State’s General Fund budget.
In 2007, John became chair of the Commission to Develop the Maryland Model for Higher Education, which developed the State’s 10 year blueprint for higher education funding, tuition affordability and access to the State’s university system. |
